Each bill submitted to the Congress shall deal with only one topic, and the President shall veto any lines or sections failing this rule of germaneness.

The president shall have power to veto individual parts of any bill; this is commonly called the item veto.

The item veto will save us billions of dollars over time and streamline the law-making and budgeting processes..  Think of the non-functioning weapons in the armed services and the worst of the pork-barrel projects.
