The decennial census is abolished.  The part of Article 1, Sect. 2, referring to it is deleted.

Reapportionment shall still occur as usual.

The founding fathers did not envision modern polling techniques, statistical methods, telephone surveys, computers.  These modern methods surely make it unnecessary to survey every dwelling.  Presumably, a few census districts would be surveyed the old way to enable the Census Bureau to compare its estimates with the actual numbers.
